how do you lock the up and down so that it doesnt move

I mounted the scope to a Browing X bolt rifle using Browning X bolt integral mounts. Using a laser bore sight that slides into and centers in the barrel I aligned the rifle centering the laser on the center of the target at 25 feet. The scope cross hairs were to the right and above the target. After rotating the windage and elevation knobs to the end of their adjustment, the cross hairs were still to the right and above the target. What am I not doing correctly?

Can you please provide me simplified instructions on how to adjust and set the Vx5 HD CDS elevation adjustment without the custom fail provided by Leopold. (YouTube video?) or basic one, two, threes, in a manual form.
